As a proactive measure to augment transparency and mitigate potential disputes surrounding land measurements, the state's revenue and land reforms department inaugurated a portal, e-mapi. This portal enables landowners to easily file online applications for land measurements. The application status is conveniently traceable at www.emapi.bihar.gov.in.
Previously, assessments were carried out by amin appointed by the state government. Alok Kumar Mehta, Minister of Revenue and Land Reforms Department, highlighted that landowners are now exempt from the need to physically visit block and circle offices for measurement procedures.
Mehta outlined the application protocol for landowners saying that they must provide online registrations, including land particulars, contact information, and the rationale behind seeking the measurement. Subsequently, the circle officer and a designated revenue employee will scrutinize the received applications and see if the land in question is involved in any disputes.
After this evaluation, the circle officer issues notifications to the adjoining landholders, called chauhadidaar, with a specific date for the inspection. Following this, the revenue officer gives a recommendation for the necessary measurement. In case of any dissent or objections, the landowners can approach the circle officer (CO) concerned.
Alongside, the government has judiciously fixed the remuneration for the amin at Rs 500 per plot for rural locales and Rs 1,000 for urban territories. He, however, clarified that the measurement will be free for the landless people, who have been provided land by the state government for housing purposes.
The measurement process is meant to be completed within a window of 30 working days after the launch of online applications. The Amin, entrusted with the measurement responsibilities, is meant to complete the process within a maximum of two days and submit the report to the CO, who will make it public on the portal..
The department has also introduced the ‘Tatkal’ facility for those who live outside the state and come on a short visit for land measurement. They will have to pay Rs 1,000 per plot in rural areas and Rs 2,000 in urban locality and their process will be completed within seven working days.
Following the start of the online measurement application process, the department is to vigilantly monitor its efficacy for the first month. After this evaluative phase, considerations will be extended towards the implementation of the FIFO (First In First Out) system within the e-mapi framework.
