Over 8.5 lakh Rajasthan families yet to avail PMAY-Gramin homes

In a concerning development, an astounding 8.67 lakh families in the state of Rajasthan are yet to receive homes as promised via government initiatives. The central government's Pradhan Mantri Awas Yojana-Grameen (PMAY-G) has not furnished the state with new targets for the past two years. This revelation comes from a high-ranking official within the rural development department.

Reports indicate that Rajasthan isn't alone in facing this issue. Several other states also find themselves without any fresh targets allocated by the central government for the years 2022-23 and 2023-24. As Rajasthan grapples with a substantial shortage of housing options, state authorities have taken the initiative to send multiple urgent appeals to the Government of India (GOI) requesting swift action to allot new targets.

According to data disclosed by Giriraj Singh, the Minister of Rural Development, during a session in the Lok Sabha on July 25, out of the sanctioned 17.19 lakh houses earmarked for Rajasthan through PMAY-G, construction of 16.68 lakh houses has already been completed. Despite this noteworthy progress, there remains an alarming backlog of families desperately awaiting suitable housing.

The primary objective of the Pradhan Mantri Awas Yojana-Grameen (PMAY-G) is to erect an impressive 2.95 crore houses across rural areas of India by March 2024, with the overarching vision of ensuring "Housing for All." Beneficiaries under this initiative are determined based on specific socio-economic factors highlighted in the 2011 Socio Economic Caste Census (SECC).

To ensure transparency and fairness in the selection process, beneficiary identification involves rigorous verification by local village councils (gram sabhas), followed by an exhaustive appeals process. This culminates in the creation of a Permanent Wait List (PWL) at the village council level. As of July 19, 2023, a staggering 2.04 crore households have been identified and enlisted in the PWL.

In a bid to bridge the gap of 91 lakh houses (derived from subtracting 2.04 crore from 2.95 crore), data from the Awaas+ Survey conducted from January 2018 to March 7, 2019, has been harnessed. This comprehensive survey allowed states and Union Territories to input details of households that claimed to have been inadvertently excluded from the SECC 2011-based PWL, yet are eligible for inclusion.

Minister Giriraj Singh assured that equivalent targets have been allocated to states and Union Territories to rectify this disparity and expedite progress towards achieving the overarching "Housing for All" mission in rural regions. As Rajasthan and other states await a resolution to this housing crisis, the spotlight remains on the central government's response to this pressing issue.
