Telangana Government opposes partial merger of Secunderabad Cantonment Board

The Telangana government has firmly expressed its opposition to the proposed partial merger of civilian areas within the Secunderabad Cantonment Board (SCB) into the Greater Hyderabad Municipal Corporation (GHMC). Municipal administration minister KT Rama Rao announced recently that the state government would not agree to the defence ministry's request to retain certain developed areas of the SCB following the merger.

According to Rama Rao, the central government had suggested that specific civilian areas, including Rasoolpura and those near Marredpally colonies facing issues such as water supply and other infrastructure problems, would be merged with the GHMC. However, the defence ministry intended to maintain control over some affluent regions within the SCB. Rama Rao insisted that if the merger were to proceed, all civilian areas must be transferred to the state government in their entirety.

An eight-member excision committee, tasked with assessing the feasibility of the merger, submitted a preliminary report to the defence ministry. The report outlined that approximately 2,600 acres of civilian land, encompassing 350 residential colonies, 16 bazaars, 414 acres of central government land, 501 acres of leased land and old grant sites, as well as 260 acres of vacant land parcels, would be transferred to the GHMC. Meanwhile, a substantial portion of defense land, totaling 5,660 acres, would remain under the control of the SCB and Local Military Authority (LMA). Another committee proposed that only 16 civilian bazaars should be merged with the GHMC, while the remaining areas should remain within the purview of the SCB.

Rama Rao expressed his belief that the cantonment areas should be relocated away from civilian zones and situated outside the city limits to minimize inconveniences faced by the residents. He emphasized that the Secunderabad cantonment was initially established on the outskirts of the city, and with the city's subsequent expansion, military areas have become surrounded by numerous residential colonies. Rama Rao called for a policy decision by the central government to relocate all cantonment areas out of urban regions across the country.

The Telangana government's stance sets the stage for potential negotiations and discussions between the state and defence ministry regarding the fate of the SCB's civilian areas. The decision on whether to proceed with the merger and the ultimate resolution of the matter will have significant implications for both administrative entities and the residents affected by the potential territorial rearrangement.
