DDA contacts LG regarding Delhi Jal Board's delayed approval for rehabilitation work

The Delhi Development Authority (DDA) has lodged a complaint with Lieutenant Governor V Saxena, accusing the Delhi Jal Board (DJB) of causing delays in the installation of water and sewer lines at Jailorwala Bagh, a housing project aimed at rehabilitating slum dwellers. According to the DDA, the project, which was ready for inauguration and house allotment, has been held back due to the absence of a functioning water and sewer network.

The DDA further claimed that the residents of the Kalkaji rehabilitation project have been forced to rely on water tankers due to the absence of a regular water supply from the Delhi Jal Board. While the DDA is responsible for executing the in-situ slum rehabilitation projects, the DJB falls under the jurisdiction of the Delhi government. No immediate response has been received from the Aam Aadmi Party (AAP) government regarding this issue.

Officials from the Lieutenant Governor's (LG) secretariat revealed that 1,675 multi-storey dwelling units have been constructed under the in-situ rehabilitation of slums at Jailorwala Bagh near Ashok Vihar in North Delhi. The draw of lots for the allocation of these units has already taken place.

The DDA stated that it had paid Rs 16 crore to the Delhi Jal Board in February 2023. However, the approved drawings for water supply and sewer networks have not been provided by the board yet. An official explained that the agency cannot proceed with the installation of these services and construction of roads until the necessary drawings are obtained, resulting in unnecessary delays.

Officials from the LG Secretariat claimed that when DDA engineers approached DJB officials, they were informed that the "competent authority" had withheld the release of drawings. The reasons behind this decision are expected to be communicated once the minutes of the meeting are issued. In April of this year, Lieutenant Governor Saxena visited the project site and directed the DDA to complete the work by May 31. An official stated that the project is scheduled to be inaugurated by a dignitary later this month.

Regarding the Kalkaji project, officials reported that despite having underground water reservoirs and a network of water lines, the residents have not received a piped water supply. More than 1,800 families have already shifted to multi-storey flats in Kalkaji.

The delay in providing essential water and sewer infrastructure to these rehabilitation projects has caused significant inconvenience to the residents and has hindered the progress of these initiatives. The DDA's complaint to the Lieutenant Governor brings attention to the issue and seeks a resolution to ensure the timely completion of these projects and the provision of basic amenities to the slum dwellers.
