Haryana Minister proposes merger of HBH and HSVP for streamlined operations

In a significant development that could have far-reaching implications, Kamal Gupta, the Minister of Urban Local Bodies in Haryana, hinted at the possibility of merging the Housing Board Haryana (HBH) with the Haryana Sahri Vikas Pradhikaran (HSVP). This potential merger, which is expected to be finalized within the next 45 days, was revealed by Gupta during a meeting convened to review the progress of the Pradhan Mantri Awas Yojana - Urban (PMAY-U).

The meeting, which witnessed the presence of high-ranking officials including Raja Sekhar Vundru, Additional Chief Secretary (ACS) of the Housing for All department, and Manav Malik, Secretary of Housing Board, discussed various strategies to accelerate the implementation of the PMAY-U. One of the key decisions made during the meeting was the formation of a committee headed by the administrator (HQ) of HSVP in Panchkula. This committee will oversee the merger process between HBH and HSVP, ensuring a smooth transition and consolidation of their operations.

In addition to the merger, the department has also formulated a comprehensive housing policy called Mukhya Mantri Awas Yojana, with a specific focus on catering to economically weaker section (EWS) families. This policy seeks to address the housing needs of disadvantaged families with an annual income of up to Rs 1.80 lakh, as verified through the Parivar Pehchan Patra (PPP) system. The ultimate goal of this policy is to provide affordable housing solutions to those in need.

In a recent development that highlights the government's commitment to addressing the housing crisis, Chief Minister Manohar Lal approved two pilot projects under the Mukhya Mantri Awas Yojana. The first project involves the construction of multi-storey dwelling units in Panchkula, which will be made available to beneficiaries at a subsidized rate. The second project aims to plan and allocate small plots of land, measuring one or 1.5 marla, in Yamunanagar. These plots will be allocated to deserving households, and financial assistance will be provided for the construction of houses on the allocated land.

Furthermore, the government has ambitious plans to construct multi-storey housing complexes in various cities, including Gurgaon (Hyper zone) and Faridabad, Panchkula, and Sonipat towns, where multi-storey housing (G+3) will be developed. These initiatives aim to address the growing demand for affordable housing and provide adequate living spaces for the urban population.

During the meeting, the progress made in the construction of houses under the Beneficiary Led Construction (BLC) component of PMAY-U was also highlighted. Approximately 14,415 houses have been completed thus far, contributing to the overall target of 67,649 beneficiaries set by the central government. The Housing for All (Urban) Management Information System (MIS) has registered data for 64,823 beneficiaries, and geo-tagging of 64,784 houses has been carried out to monitor the progress of construction. Additionally, supervisors have approved 4,439 houses as part of this initiative.

These recent developments reflect the government's concerted efforts to tackle the housing shortage and provide affordable housing options to economically weaker sections of society. The potential merger of HBH and HSVP, along with the implementation of the Mukhya Mantri Awas Yojana and other housing projects, signifies a proactive approach towards meeting the housing needs of the people of Haryana. With ongoing progress and collaborative efforts, it is anticipated that these initiatives will bring about positive changes and improve the quality of life for many individuals and families in the state.
