According to an announcement made by the Maharashtra Cooperation Miniter Atul Save, the department will speed the process of giving considered conveyance certificates to cooperative housing societies. It will issue a government resolution by June-end to speed up the process. The revised timeline will ensure processing of the applications within one month from the date of application, which will speed up clearance of the pending proposals. Eknath Shinde, the chief minister, and Devendra Fadnavis, his deputy, were present at a recent Sahakar Parishad meeting where the matter was discussed.
Around 1.15 lakh cooperative housing societies are registered in Maharashtra. However, only 40% of these societies have conveyance or complete land ownership. A conveyance deed is crucial for flat owners and housing societies because the share certificate, and not the land on which a building exists, is the only evidence of an apartment's ownership. Until the conveyance deed is issued, the plot remains the property of the developer or the housing body that owned the land at the construction stage. At the moment of redevelopment, ownership of the land must also be transferred to the society.
To apply for deemed conveyance deeds, societies can register online or offline platforms by paying Rs 2,000. While filling an online application, societies must provide a registration document, property tax documents of the three months preceding the application, and annexure copies of the apartments and building construction commencement certificate or occupancy certificate, among other required documents.
For cooperative housing organizations and their members, getting conveyance papers is crucial and has several advantages. It is an indisputable proof of ownership of the land. The conveyance deed makes it easier for the builder or the former owner to transfer ownership to the housing society. For the property to be developed in the future, the conveyance deed is necessary. Without it, the housing society could run into legal problems, which could postpone the development of the property.
In conclusion, getting a conveyance deed is essential for cooperative housing societies because it gives clear proof of ownership, makes it easier to transfer property, allows for property growth, provides legal protection, and opens up lending options. Cooperative housing societies that have been waiting for the conveyance deed for years might benefit from the government's decision to speed up the presumed conveyance process.
The government's move to expedite the deemed conveyance process is expected to provide relief to cooperative housing societies that have been waiting for years to obtain the conveyance deed. The new timeline of one month for issuance of deemed conveyance certificates will be a significant improvement over the current processing time, which can take months or even years. This will be a welcome move for cooperative housing society members who have been struggling with issues related to property ownership and redevelopment.
However, the government needs to create awareness among cooperative housing societies about the importance of obtaining conveyance deeds and encourage them to apply for deemed conveyance certificates. By doing so, the government can ensure that the maximum number of cooperative housing societies receive the conveyance deed, and their members can enjoy undisputed ownership of their properties.
