Kolkata civic body proposes to levy penalty on owners who ignore to move to UAA system

The Kolkata Municipal Corporation (KMC) is proposing to implement a penalty for property owners who refuse to switch to the Unit Area Assessment (UAA) system. This proposal suggests that KMC can impose a penalty of up to 30% on the additional amount that will be determined as the annual property tax under the new method. The reason behind this penalty is to encourage property owners to switch to the UAA system, as the KMC has made it mandatory for property owners since April 2017.

In an effort to expedite the switchover to the UAA system, the KMC has asked assessment department officials to send notices to property owners. These notices ask property owners to switch to the UAA system by filling out a self-assessment form with details about their properties. The KMC is also issuing a deadline for property owners to submit these forms to the assessment department offices.

After the deadline, the KMC assessment department will take up the switchover and send bills according to the UAA norms. The KMC is targeting property owners in large housing complexes, high-rises, or stand-alone apartment buildings first, and will perform a suo motu conversion in case property owners are seen delaying the switchover.

The KMC revenue department has also made provisions for rectification of errors on part of the civic body's inspectors who are supposed to submit detailed information about the properties. If the KMC inspectors make mistakes that may enhance the amount of tax after conversion to UAA, they are open to correcting them. However, the affected property owner must submit all relevant documents, including the registered deed of the property.

The UAA system is a method of calculating property tax based on the unit area value of a property. It takes into account the built-up area of the property and multiplies it with the unit area value. This method is intended to be more accurate and transparent than the previous system, which relied on a general valuation of properties in a given area.

While the UAA system has been mandatory for property owners in Kolkata since April 2017, many property owners have been slow to make the switch. The KMC hopes that the implementation of a penalty will encourage property owners to switch to the UAA system quickly. The KMC has also made efforts to streamline the switchover process and make it as simple as possible for property owners.

In conclusion, the KMC is proposing to implement a penalty for property owners who refuse to switch to the UAA system. This penalty is intended to encourage property owners to switch to the UAA system quickly, as it is now mandatory for property owners in Kolkata. The KMC is also making efforts to streamline the switchover process and make it as simple as possible for property owners.
