Safal Developers receives a notice from MPCB over its Mumbai redevelopment project

The Maharashtra Pollution Control Board (MPCB) has issued a show-cause notice to Safal Developers for their ongoing construction project on Bhau Daji Road in Sion, Mumbai. Activists had previously complained that the noise pollution caused by the construction was affecting senior citizens residing at an old age home near the site. The construction was being carried out without environmental clearance, which is required to consider noise mitigation measures.

Safal Developers has been given 15 days to respond to the show-cause notice, failing which strict action will be taken against them. The notice was issued based on a complaint filed by activist Santosh Daundkar. He alleged that the construction activity was not only causing sound pollution but was also interfering with the groundwater aquifers. The MPCB has requested the developer to submit a plan for mitigating the noise pollution and to obtain the necessary environmental clearance before continuing the construction work.

As the demand for real estate has increased in Mumbai, so has the number of construction projects. However, this has led to a rise in noise pollution caused by construction activities, which can have harmful effects on the health of people living in the vicinity. To address this issue, the Bombay High Court had issued directions to the Maharashtra government in 2016 to ensure that all construction projects in the city comply with noise pollution norms.

The court had also directed the government to ensure that builders obtain necessary environmental clearances before starting construction work. The government had been asked to implement the Noise Pollution (Regulation and Control) Rules, 2000, which prescribeS permissible noise levels for various areas and time periods.

The court had also directed the government to set up a committee comprising representatives from the Maharashtra Pollution Control Board (MPCB) and the Brihanmumbai Municipal Corporation (BMC) to ensure compliance with noise pollution norms. The committee was supposed to carry out regular inspections of construction sites to check for violations and take necessary action against the errant builders.

Despite these directions, the issue of noise pollution caused by construction activities in Mumbai has persisted. In recent years, activists and citizens have raised concerns about the impact of noise pollution on their health and well-being. The MPCB has also been issuing notices to builders for violating noise pollution norms and causing inconvenience to citizens.

To address this issue, there is a need for stricter enforcement of noise pollution norms and greater accountability of builders. The government should ensure that all construction projects comply with environmental clearances and noise pollution norms. The MPCB and BMC should carry out regular inspections of construction sites and take strict action against violators. There should also be greater awareness among citizens about the harmful effects of noise pollution and their rights to a healthy environment.

It is not just noise pollution that is a concern during construction activities. Dust pollution is also a significant problem. In 2018, the MPCB had issued notices to several construction sites in Mumbai for violating air pollution norms. The notices were issued after inspections revealed that the construction sites were not following the necessary dust control measures.

The MPCB's notice to Safal Developers is a reminder to all builders and developers to ensure that they comply with environmental norms while carrying out their construction activities. The authorities need to ensure that strict action is taken against those who flout these norms to protect the health and well-being of citizens.
