The Tamil Nadu Urban Habitat Development Board (TNUHDB), previously known as the Tamil Nadu Slum Clearance Board, has begun demolishing dilapidated buildings on New Avadi Road in Chennai. The three-acre complex, comprising 16 blocks with 496 houses, will be replaced with modern, multi-storied residential buildings featuring improved infrastructure and amenities.
The new complex will include a 1,250 square meter park, water supply, sewage disposal, elevators, roads, streetlights, stormwater management, rainwater harvesting, a convenience store, and abundant greenery. In addition, the new buildings will incorporate energy-efficient designs and construction materials to minimize their environmental impact and reduce maintenance costs. This approach will contribute to a more sustainable and eco-friendly living environment for the residents.
Vanessa Peter from the Information and Resource Centre for the Deprived Urban Communities suggests adopting guidelines on blue-green requirements for adaptive housing and settlement in Tamil Nadu, incorporating local grey water treatment, simplified sewage treatment plans, and site-level rainwater harvesting. She also emphasizes the importance of planning for extreme heat situations, distributing common spaces between built spaces, and ensuring proper lighting and ventilation.
To encourage community engagement, TNUHDB is considering involving residents in the design process. This participatory planning approach will ensure that the reconstructed tenements cater to the specific needs and preferences of the occupants while promoting a sense of ownership and responsibility among the community members.
TNUHDB has been systematically demolishing hazardous tenements, with a technical committee appointed by the government inspecting the buildings and recommending reconstruction based on their stability. Out of 32,813 tenements identified for reconstruction, 11,490 have been completed, and 6,862 are underway, with the remaining scheduled in phases. The reconstruction project is expected to be completed within the next few years, significantly improving the living conditions for thousands of residents.
The TNUHDB's initiative has also attracted interest from local businesses, NGOs, and other stakeholders who recognize the potential for job creation and economic development in the area. The revitalization of the New Avadi Road neighbourhood is expected to spur further investments in infrastructure, education, and healthcare, enhancing the overall quality of life for its residents.
