The Delhi Development Authority (DDA) has submitted a draft of the Master Plan for Delhi 2041 to the Union Housing and Urban Affairs ministry for review. The plan was drafted last week after incorporating points emphasis by the lieutenant governor. The ministry will study the proposal before notifying and publishing. The authority expects all formal procedures to be completed by next month.
An amendment to the DDA Act regarding implementation of the Land Pooling Act is still being deliberated by the Centre. However, officials have confirmed a decision on the same will not impact the master plan in any way. The proposed amendment suggests making it mandatory for land owners to participate in the land pooling policy in sections that have a minimum threshold of participation, in order to ensure 70% of the land requirements in a sector are met.
In February this year, lieutenant governor V K Saxsena approved the draft plan put forth. Some notable inclusions in the draft were sustainable development, green economy, infrastructure development to promote housing, as well as transit-oriented development hubs.

The Master Plan of Delhi 2041 will serve as a blueprint for the capital city’s development for the coming two decades. The Delhi Development Authority (DDA), who is responsible for drafting the plan, submitted its plans to the Supreme Court in September 2022. Following which it was submitted to the concerned authorities in January. The document is scheduled to be published, after being notified, by the end of April this year.
