Municipal Corporation of Delhi begins building survey as part of “Pre-Monsoon Measures”

Last week, the Municipal Corporation of Delhi began a process to locate buildings in the city that are considered unsafe. The purpose is to either demolish or repair these structures before the monsoon season to avoid any accidents. The civic authority has instructed its field staff to begin their annual survey of buildings and houses in their respective areas. The survey is expected to be completed by June 30.

Regarding this matter, an official document named "Pre Monsoon Measures" in a circular form was released on April 6. The Municipal Corporation of Delhi (MCD) emphasized that if a house is deemed to be in a hazardous state, the demolition process should not be postponed. The survey is expected to be completed by June 30. Every year before the monsoon season, field staff conduct a survey of dangerous buildings or houses in approved colonies to identify structures that need repair or are unsafe.

The circular stated that the department responsible for the area must conduct a thorough survey and address any complaints promptly, taking appropriate action such as demolishing, securing, or repairing the buildings to prevent any mishaps resulting in loss of life and property

In the circular, the civic body has urged the maintenance department to use the authority granted by Sections 348 and 349 of the DMC Act, which allow for the removal of dangerous buildings and the evacuation of people from them. The circular also mentions that the executive creator of the building department in the relevant zone will have powers under Sections 348 and 349 of the DMC Act, 1957 (amended in 2022) in relation to unauthorized colonies.

The circular also instructed the officers in charge to implement all essential safety measures. Specifically, the municipal corporation has directed the officers to inspect various municipal buildings such as schools, hospitals, dispensaries, staff quarters, zonal offices, JE stores, community halls and centres, sports complex and other municipal buildings, and to carry out any required repairs.

Additionally, the officers were instructed to examine and clear the downpipes of all the buildings to ensure efficient drainage of rainwater from the roofs. All rooftop shades and canopy are to be meticulously cleaned and any obstructions removed as well.
