Residents of P&T Colony to move into their rehabilitated hoes before May 31

The LIFE Mission’s housing project on the Greater Cochin Development Authority’s (GCDA) terrain, launched four years earlier in 2018, to rehabilitate P&T Colony residents has reached its final stage. However, the order by High Court to shift residents by April 15 and deadline set by GCDA to inaugurate by April 26, is likely to be missed. According to sources, the inauguration of the building was to have been a part of the chief minister’s 100-day programme.

The pace of work at the construction site has been increased and an executive engineer has been put in place to monitor the speed of performance. The progress of the project was affected by multiple hurdles - the pandemic leading to shortage of construction workers, the shortage of steel and its increased market price due to Ukraine war, fund crunch faced by project contractor Thrissur District Labour Contract Cooperative Society (TDLCCS), etc.

The construction work is being carried out using pre-engineered building (PE) structure method. The basic structure is made of steel, while the walls are made up of autowave aerated concreate (AEC) blocks. Concrete deck sheets are being used for the flooring. Each flat has an area of 375 sq. ft featuring two bedrooms, one living-cum-dining room, kitchen and a toilet. The apartment complex is spread over four floors. As for common amenities, each building had a sick room, day care centre, administration room, reading room, rain harvesting system, potable water systems, fire safety system. 

The total cost of the project is Rs 14.61 crore with each unit costing around Rs 16 lakh per unit. Life Mission has contributed Rs 9.03 crore, Pradhan Mantri Awaz Yojana (Urban) scheme of the Central Government has contributed Rs 1.23 crore and Cochin Smart Mission Ltd. funded Rs 4.86 crore. GCDA authorities are hopeful to complete the project and shifting the residents before the monsoon season.
