Chintels Paradiso’s engineer and architects face scrutiny after fatal building collapse in Gurugram

The Department of Town and Country Planning (DTCP) has issued show-cause notices to the structural engineer, architects, and other professionals involved in the construction of Chintels Paradiso residential society in Sector 109, Gurugram. The collapse of five flats in one of the towers last year resulted in the death of two residents and raised serious concerns about the safety of the building.

The five individuals had previously certified that the structure met the National Building Code's safety standards. However, after the collapse, the DTCP has deemed their certification to be false and misleading. DTCP Director TL Satyaprakash has requested responses from them within 15 days; otherwise, they may be blacklisted and their licenses revoked.

The notice states that Ajay Sahni, a structural engineer representing BMSF Design Consultants, supervisor-cum-architect Goonmeet S Chauhan, Design Forum International architect Ashish Jaiswal, proof consultant Arvind Kumar Gupta, and structural designer Kunwar Khaliqe Ahmed had applied for a building plan approval and an occupation certificate for the Paradiso project, along with supporting documents. Based on their certifications, the DTCP granted occupation certificates for various towers and facilities in 2016 and 2017.

However, a part of a tower collapsed on February 10, 2022, raising doubts about the veracity of their certifications. The notice highlights the negligence and unprofessional work ethics of the individuals involved and demands a response as to why they should not be blacklisted and have their licenses revoked.

Following the incident, the DTCP has initiated a thorough investigation into the matter to identify any other discrepancies or violations in the construction process. The department is also considering implementing stricter regulations and monitoring mechanisms to prevent similar incidents in the future. This may include mandatory third-party audits and more frequent inspections during construction.

The residents of Chintels Paradiso have expressed their concerns and disappointment with the situation, demanding more accountability from the professionals involved and the authorities responsible for ensuring the safety of the buildings.
