The Maharashtra Housing and Area Development Authority (MHADA) has issued Occupation Certificates (OC) for the free-sale component buildings of the contentious Patra Chawl redevelopment project in Mumbai's Goregaon suburb. The Bombay High Court directed MHADA to issue OCs last month for the buildings on the 47-acre housing board property.
Milind Borikar, Chief Officer of Mumbai Board - MHADA, confirmed the issuance of the OCs and stated that the handover process can begin based on agreements between developers and homebuyers. Kalpataru and Ekta Group's projects have received OCs, allowing homebuyers to anticipate handovers soon.
The decision to grant Occupation Certificates has brought relief to the residents who have waited for years to occupy their new homes. The Patra Chawl redevelopment project has been marred by controversies and delays, causing significant distress to homebuyers who have invested their life savings in the hope of a better living space.
Initiated in 2008, the project involved the redevelopment of 672 tenements on a 47-acre MHADA property, which was awarded to Guru Ashish Construction Pvt Ltd, a subsidiary of Housing Development Infrastructure Limited (HDIL). The project's original plan included rehabilitating 672 families, creating low-cost housing stock to be handed over to MHADA on a portion of the plot, and selling the remaining area.
However, the project was delayed, and MHADA issued a termination notice to HDIL in 2018. HDIL's promoters were subsequently arrested in connection with the Punjab National Bank scam. This further complicated the situation for homebuyers who had already been waiting for a decade for their dream homes.
In the aftermath of the termination notice and subsequent arrests, the project's completion became uncertain. The Bombay High Court's intervention and MHADA's decision to grant Occupation Certificates are significant steps towards resolving the long-standing issue and providing relief to the affected homebuyers.
