Kolhapur civic body extends deadline for gunthewari formalization

The Kolhapur Municipal Corporation (KMC) has given a six-month extension to the deadline for submitting proposals to get unauthorised constructions on gunthewari plots regularised. This extension is the last chance for the owners of such constructions to get their properties legal, or risk losing them unless the government comes up with another round of regularisation.

Gunthewari constructions are unauthorised constructions on private land that have been divided into smaller plots and sold off without obtaining layout approval from the town planning department. This practice has been prevalent among landowners who want to make quick money by selling off their land in smaller plots.

Ramesh Mhaskar, the acting assistant director of the city town planning department, has stated that constructions that came up on gunthewari plots before 2020 are eligible for regularisation, and there are currently around a thousand such applications pending. Due to demand from property owners, the deadline has been extended to September 2023. Mhaskar expects an additional 2,000 to 3,000 applications for regularisation to be submitted.

The state government passed a law to regularise constructions that came up before 2001, but the period was later extended to 2020. Lakhs of gunthewari constructions have come up in the state, and they will be regularised through the policy. The state government has instructed the authorities of the urban local bodies to extend the deadline to regularise the constructions as the owners have sought time to get their applications corrected or furnish the required documents. Most of these illegal constructions have come up during 2011-2014.

Currently, owing to the less revenue from these properties, residents are not able to receive proper civic services such as drainage, water supply, solid waste management, streetlights, and others. However, once the properties are regularised, the KMC will be bound to spend the revenue earned from various taxes to make civic services and developments in that particular locality only.

The extension of the deadline for regularising gunthewari constructions will give property owners more time to get their applications in order and avoid losing their properties. It will also provide a much-needed boost to revenue for the KMC, allowing them to improve the civic services and infrastructure in the affected localities. This policy will help in bringing unauthorised constructions under regulation and curb the practice of selling off land in smaller plots without obtaining the necessary approvals. Overall, this is a positive step towards better urban planning and management in the state of Maharashtra.
