Haryana: Panel seeks report from town planners over ban on four-floor buildings

An expert committee has requested reports from the chief town planners of various areas in Haryana regarding the approval of building plans for stilt-plus-four-floor buildings in residential areas. The committee was established on March 16 to examine the complaints and concerns raised by various residents and RWAs on the matter, and to assess the pros and cons of such approvals granted in the past and its implications. The committee comprises HSPCB chairman P Raghavendra Rao as its chairperson, former DTCP chief town planner Dilbagh Singh Sihag, HSIIDC chief town planner Dinesh Chauhan, and HSVP and DTCP senior town planner Vijendra Rana as members.

On February 23, the Haryana government decided to temporarily suspend all fresh building plan approvals for stilt plus four floors across the state, following demands from residents to ban construction of four floors due to overburdened infrastructure and lack of amenities. The state government had allowed construction of the fourth floor through a policy amendment in 2019, but the order stated that building plans sanctioned earlier would remain valid.

Residents of DLF areas, Sushant Lok, Ardee City, and other areas have expressed concerns that the infrastructure in licensed colonies and sectors has been built in accordance with the earlier approval for two and a half floors in each plotted house. With the permission to construct a stilt area with four floors, the infrastructure has become overburdened and is causing a safety threat to adjoining buildings.

The expert committee has also sought feedback from the general public regarding issues being faced by them due to construction of four floors. A format has been provided to the officials concerned to share their report by Friday. Based on the report submitted by the chief town planners, the committee will recommend the most viable and practical future course of action to be adopted.

In January, the Supreme Court banned multi-storey apartments on residential plots in Chandigarh, following which RWAs in Panchkula demanded a similar ban on construction of stilt plus four floors in their areas. It remains to be seen what the expert committee will recommend as the most viable and practical future course of action to address the concerns of residents regarding the construction of stilt-plus-four-floor buildings in residential areas.
