The Nagpur Municipal Corporation (NMC) is planning to operationalise its first construction and demolition (C&D) waste recycling plant at Bhandewadi dumping yard, marking a significant step in waste management. This plant, the sole one in central India, boasts a capacity to process 150 metric tonnes of waste daily, providing a crucial solution for the region's waste management challenges.
Undertaken by Hyderabad-based firm Hyderabad C&D Waste Pvt Ltd, construction of the plant commenced in 2022 on a 5-acre plot within the Bhandewadi landfill site. Scheduled for imminent operation, the plant will engage in the conversion of C&D waste into five distinct bio-products, aligning with sustainability goals.
The NMC, aware of the plant's potential, have already approached various government departments, including town planning, NIT, NMRDA, MahaMetro, PWD, and CPWD, among others, to utilise the plant's by-products in upcoming development projects. This proactive engagement indicates the municipality's commitment to maximising the plant's impact across diverse sectors. Designed to serve all ten zones within the city, the plant offers a solution for waste management.
Government agencies have the option to deposit waste at the facility, subject to processing fees, while individuals and private organisations can access the plant by covering transportation and processing charges for the collection of C&D waste from their respective locations.
Operation of the plant will be entrusted to the Hyderabad-based firm for a tenure of 20 years, following which ownership will transition to the NMC. In a mutually beneficial arrangement, the NMC will compensate the firm at a rate of INR 414 per metric tonne for its services, covering collection, transportation, and processing expenses.
The establishment of this plant aligns with the regulatory framework set forth by the then municipal commissioner, Radhakrishnan B, who formulated a comprehensive policy on C&D waste. Adhering to the guidelines outlined in the C&D Waste Rules 2016, the policy prohibits the unauthorised dumping of waste, imposing stringent penalties on violators to ensure compliance.
The policy outlines a systematic approach to waste management, stipulating that bulk generators of C&D waste are responsible for transporting the waste to designated facilities such as the Bhandewadi plant. The firm overseeing operations will levy a processing fee of INR 180 per metric tonne, with an additional charge of INR 234 for waste collection and transportation, if availed.
Recognising the pressing need for waste management solutions amid ongoing urban redevelopment projects, the NMC shows the plant's role in mitigating pollution and promoting the sustainable reuse of natural resources. By operationalizing this plant, the NMC aims to address long-standing waste management challenges, ushering in a new era of sustainable development for Nagpur and beyond.
