Kolkata civic body to bring unassessed buildings under property tax ambit in a year

The Kolkata Municipal Corporation (KMC) has set a target to bring all unassessed properties in the city under its revenue assessment system within a year. This initiative will help the civic body generate more revenue. The KMC revenue department has been instructed by Mayor Firhad Hakim to make all assessment officials accountable for assessing unassessed buildings and arranging for the mutation of properties.

Efforts to assess newly constructed unassessed buildings have already shown promising results, with the number of assessed properties increasing from 8.7 lakh to 9.1 lakh in the past year. This has led to a revenue increase from property tax collection from Rs 890 crore in 2021-22 to Rs 1,150 crore in 2022-23. The KMC revenue department officials believe that if all unassessed properties are assessed within a year, the revenue will increase by 100%.

Assessing unassessed properties will not only help the KMC generate more revenue but also enable owners of houses or flats to get their properties mutated, ensuring delivery of essential civic services. Mayor Firhad Hakim has given the assessment department officials a year to complete the assessment of new properties, failing which they will be held accountable.

The civic assessment department officials have identified newly constructed housing complexes and apartment buildings in areas off EM Bypass and in the Tollygunge-Jadavpur belt and Behala neighbourhoods for the assessment drive. The KMC plans to arrange assessment camps at the housing complexes or apartment buildings to help owners assess their properties under the Unit Area Assessment system.

This initiative by the KMC will have several benefits. It will help the KMC generate more revenue, ensure the delivery of essential civic services, and bring more properties under the tax net. Furthermore, it will encourage property owners to comply with the assessment process, which will lead to increased transparency and accountability in the property market.

The KMC's initiative will also create job opportunities for assessors and data entry operators, who will be required to assess and enter data into the system. This will boost employment in the city and provide a boost to the local economy.
