Noida Authority sets up a panel to inspect STPs in societies

The Noida Authority, which is responsible for the development and management of Noida, a city in India, has recently formed a five-member environmental panel to monitor sewage treatment plants (STPs) installed in group housing societies. The panel will ensure that the STPs are functioning properly and not causing any harm to the environment. The Authority has hired a Delhi-based company to inspect the STPs and provide expert guidance to the panel.

The panel's primary objective is to collect data on the STPs installed in the societies and to ensure that they comply with the National Green Tribunal (NGT) norms. As per the NGT guidelines, all residential societies with a floor area of 20,000 square meters or more must have an STP installed. The panel will also keep a record of STP Monitoring test reports maintained at the site.

The team of experts in the panel will visit all the project sites that involve environmental clearance issued by the State Environment Impact Assessment Authority (SEIAA) for the survey, surveillance, and monitoring of compliance with EC conditions for water resource management. The panel will also ensure compliance with environmental clearance (EC) conditions related to integrated water resource management concerning wastewater, freshwater, and groundwater management, including rainwater harvesting.

To ensure that the STPs comply with pollution norms, the team will sample the wastewater at the inlet and outlet every six months. The sample will be sent to the designated laboratory of the Uttar Pradesh Pollution Control Board (UPPCB) to analyse the wastewater quality. If the STPs are not functioning correctly, the panel will forward the status to the UPPCB, and the Authority will initiate action against the society as per its rules.

Devendra Nigam, Senior Manager (Planning) of the Noida Authority, said that the cell has been established to keep an eye on STPs installed in the societies. He also mentioned that they have received information about societies with non-functional STPs discharging sewage water in the open. The Authority will not issue any new occupation certificate without obtaining consent to operate a certificate for STP.

The formation of this panel is an excellent initiative by the Noida Authority to prevent environmental degradation caused by faulty STPs. The panel will play a crucial role in ensuring that the societies comply with the NGT norms and protect the environment.
