In a recent development, Chief Minister Eknath Shinde has declared a long-awaited relief for thousands of families residing in the city's housing societies, Project-Affected Persons (PAPs), and developers. The decision, based on the recommendations of a committee, instructs CIDCO to disconnect the grant of Occupation Certificates, conveyance, society formation, and flat transfer NOCs from pending dues for CIDCO plots.
Following the directive, CIDCO has introduced an amnesty scheme, named "Abhay Yojana," offering a 50% concession to payees in order to recover outstanding dues. Stakeholders anticipate a significant impact, estimating over a 50% relief depending on the respective areas' situations.
Industry experts believe that the decision will particularly benefit more than 1,000 housing societies, accommodating over 10,000 families, as well as Project-Affected Persons (PAPs) and developers. These groups have long grappled with demands for Maveja and Additional Lease Premium (ALP) from CIDCO, causing delays in permissions and approvals.
The government, aligning with the committee's recommendations, has directed CIDCO to issue all necessary documents, including Occupancy Certificates, conveyance NOCs, and flat transfer permissions for CIDCO's Navi Mumbai areas. Notably, the recovery of Maveja/ALP will no longer be tied to the issuance of these crucial certificates.
Under the amnesty scheme, CIDCO will extend a 50% concession to plot owners facing delays in project development within the stipulated construction period. These owners will only be required to pay half of the Maveja and ALP dues until March 31, 2023.
Furthermore, there will be a change in the calculation process for Maveja dues, with plans to regularize buildings where more than one flat has been constructed on a small bungalow or row house plot.
The government's decision is expected to bring significant relief to homeowners, farmers, and other stakeholders, alleviating them from financial burdens. The amnesty scheme is poised to benefit all affected flat holders, marking a pivotal moment in their quest for relief.
