India's rural landscape is undergoing a transformative shift propelled by two initiatives: the Pradhan Mantri Awas Yojana-Gramin (PMAY-G 2.0) and the newly launched Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN). These programs, emphasising increased financial aid and holistic development, especially target tribal communities, trying to narrow the rural-urban gap and uplift the marginalised.
In the upcoming interim Budget 2024-25, in alignment with Prime Minister Narendra Modi's commitment, the government is set to prioritize uplifting the poor, youth, women, and farmers. The government is about to provide an impressive 85% boost in financial aid for PMAY-G, envisioning rural pucca houses at Rs 2.39 lakh per unit, a substantial increase from the current Rs 1.2-1.3 lakh per beneficiary.
Since its initiation in 2016, PMAY-G has made significant strides, completing 25.4 million houses out of the targeted 29.5 million by January 14, 2024. As the urban phase of PMAY-G concludes, a revamped urban affordable housing scheme, with an expected Rs 60,000 crore allocation has been proposed. This scheme exceeds the current coverage, offering a 3-6% interest subvention on home loans up to Rs 50,00,000. Government fiscal prudence might result in around Rs 18,000 crore savings in PMAY-G this fiscal year, with an allocated budget of Rs 54,487 crore for FY24, marking the highest annual allocation since 2016.
Simultaneously, Prime Minister Modi released the first installment of Rs 540 crore to benefit 100,000 tribal beneficiaries under PM JANMAN. This initiative aims to construct 490,000 houses with a total budget of Rs 24,104 crore, including Rs 15,336 crore from the Centre and Rs 8,768 crore from the states. Apart from PM Awas Yojana-Gramin, the funds contribute to ensuring essential amenities.
Addressing challenges in remote areas, Modi highlighted achievements of PM JANMAN, including issuance of 80,000 Ayushman cards, 30,000 tribal farmers benefiting from PM Kisan Samman Nidhi, and 40,000 new bank accounts opened. Stressing the Aspirational Districts Programme's impact, Modi underscored measures like one nation-one ration card and electricity provisions. Proudly declaring a fivefold increase in the tribal welfare budget, the PM reaffirmed the government's dedication to uplifting marginalized sections.
