The Kolhapur Municipal Corporation (KMC) in India has recently launched a new initiative to clear pending building proposals. On the first day of the initiative, the KMC earned a whopping Rs 1.5 crore from the registration fees alone. The initiative is part of the civic body's effort to improve the ease of doing business and attract investment to the city.
The KMC had organized a three-day camp starting from September 13, 2021, for builders and developers to submit their pending building proposals. The camp provided a one-time opportunity for builders to clear their proposals by paying the requisite fees without any penalty. The KMC had also simplified the process of getting approvals and reduced the time taken for obtaining them.
The special camps of this manner have been previously organised for individual applicants to obtain layout approvals along with other clearances. For CREDAI members (developers and architects), a camp is currently being held. The camps are a win-win for all involved as builders and other stakeholders benefit from speedy approvals while the civic body inches closer to achieving its goal of Rs 70 crores in collections before the end of the fiscal year. The town and planning department collected Rs 80 crores last fiscal year, exceeding its initial goal.
The KMC had sent out invitations to builders and developers to attend the camp and clear their pending proposals. The response was overwhelming, with more than 1,200 builders and developers attending the camp on the first day alone. The KMC had set up 27 counters to facilitate the submission of proposals and the payment of fees. On the first day of the three-day camp, as many as 29 developer and architect plans that were pending with the town planning department were dismissed. The civic council has sent as many as eight engineers, one deputy town planner, and another town planner to remove the papers.
The KMC had also taken steps to ensure that the camp was conducted smoothly and efficiently. It had appointed additional staff to manage the counters and had set up a help desk to assist builders and developers with their queries. The KMC had also provided online support for those who were unable to attend the camp in person.
The KMC's initiative has been welcomed by builders and developers in the city. They have praised the KMC's efforts to simplify the approval process and reduce the time taken for obtaining approvals. They have also appreciated the KMC's decision to waive the penalty for clearing pending proposals during the camp.
