DTCP announces that no OCs will be issued to four-floor structures without building plan approval

The Department of Town and Country Planning (DTCP) of Haryana has announced that no occupancy certificates (OCs) will be issued to four-floor residential buildings without prior approval of the building plan. The move is aimed at preventing unauthorised construction and ensuring compliance with building regulations.

According to DTCP officials, many developers have been constructing four-floor buildings without obtaining the necessary approvals from the authorities. This has resulted in a proliferation of unauthorised structures that are not safe or compliant with building regulations. The new rule is intended to discourage such practices and ensure that all buildings in the state are constructed according to the approved plans.

The DTCP has also directed its officials to carry out inspections of all four-floor residential buildings in the state to check for compliance with building regulations. The inspections will be conducted by teams of officials from the DTCP and other departments such as the fire department, electricity department, and municipal corporation.

Developers and property owners who have already constructed four-floor buildings without prior approval of the building plan will now have to apply for regularization. The DTCP will scrutinize each application and decide whether to grant regularization or not. Developers who fail to comply with the new rule may face legal action, including fines and demolition of the unauthorized structures.

The new rule is expected to have a significant impact on the real estate sector in Haryana, particularly in the small towns and villages where many four-floor buildings have been constructed without the necessary approvals. The government has also been cracking down on illegal colonies and unauthorised constructions in the state. In 2020, the DTCP identified 41 illegal colonies in Gurugram and issued notices to the developers to stop construction and regularize the buildings.
