Draft Master Plan 2041 approved by Delhi Development Authority

The Delhi Development Authority (DDA) recently approved the draft Master Plan 2041 for the development of India's national capital. The meeting was chaired by Lieutenant Governor VK Saxena, and it lasted more than three and a half hours. The plan aims to facilitate the development of Delhi by assessing the present condition and guiding how to achieve the desired development.

The Master Plan 2041 has been divided into two volumes and ten chapters, encapsulating the vision to foster a sustainable, liveable, and vibrant Delhi. The plan pursues three goals for the overall happiness and well-being of its inhabitants: becoming an environmentally sustainable city that provides a healthy environment for its citizens and is resilient to the impacts of climate change and disasters. The plan intends on developing Delhi as a future-ready city that offers good quality, affordable, and safe living environments with efficient services and green mobility systems while emerging as a dynamic place for economic, creative, and cultural development.

Volume one of the draft Master Plan covers strategies for the environment, economy (including trade and commerce, wholesale trade, industry, and government offices), heritage, culture and public spaces, shelter and social infrastructure, transport and mobility, and physical infrastructure. Volume two focuses on the framework for spatial development, plan monitoring and development code, and development control norms, which contain spatial strategies, planning, and development control norms for guiding future development in Delhi.

One of the plan's notable proposals is the development of a Night Time Economy, which aims to create a safe and vibrant city. It will encourage the establishment of entertainment and cultural activities in the evenings and at night, such as cafes, bars, restaurants, and other night-time businesses. This proposal is expected to boost the economy and create job opportunities while also enhancing the city's cultural and social life.

The Master Plan 2041 also emphasizes the need to protect and promote the city's heritage and cultural assets, such as monuments, archaeological sites, and traditional neighbourhoods. It proposes the development of heritage trails, heritage walks, and interpretation centres to showcase the city's rich cultural heritage.

To address the issue of housing, the plan proposes to develop affordable housing for all sections of society. It will promote land pooling schemes, transit-oriented development, and incentivize private developers to construct affordable housing projects. The plan also aims to improve the social infrastructure, such as healthcare facilities, educational institutions, and community centres, to provide better access to essential services.

The plan's transportation and mobility strategies focus on promoting green mobility options like walking, cycling, and public transport. It proposes the development of dedicated cycling tracks, pedestrian-friendly streets, and the expansion of the public transport network, including the metro rail, bus rapid transit (BRT), and last-mile connectivity.

Overall, the Master Plan 2041 seeks to create a sustainable, liveable, and vibrant Delhi that provides a good quality of life for all its inhabitants. The plan's focus on inclusive development, environmental sustainability, and green mobility options is expected to make Delhi a model city for other urban centres to emulate. The plan will now be open for public feedback and suggestions before its final approval.
