MMRCL sets guidelines for development activities near Metro 3 in Mumbai

The Mumbai Metro Rail Corporation Limited (MMRCL) has implemented a protective measure by designating a 50-meter radius around the Metro 3 project as an 'influence zone.' This proactive move aims to safeguard water pipelines from potential damage caused by unauthorized development and digging activities. The Metro 3 connects Seepz and Cuffe Parade. It includes tunnels with a diameter of 6.35 meters, positioned approximately 20 to 22 meters apart and situated 17 to 25 meters below the Earth's surface.

MMRCL outlined the mandatory requirement for property owners, landlords, societies, associations, and similar entities within the 50-meter influence zone to obtain prior approval from the director (planning) of MMRCL before initiating any development or redevelopment activities. The specified activities include drilling of tubewells, sinking of wells, construction and demolition, geotechnical investigation, excavation, and laying out any infrastructure. It also mentioned legal consequences for those who violate these guidelines.

The decision to declare an influence zone comes in response to recurring instances of unauthorized digging and excavation causing significant leakage in water pipelines. At least three major incidents in the recent past prompted the need for this measure. An official from the civic body's water works department expressed appreciation for MMRC's initiative, highlighting the challenges faced in addressing water tunnel leaks caused by unauthorized activities.

This proactive stance by MMRCL reflects a broader commitment to infrastructure protection and preventing disruptions caused by unplanned development activities. The notice serves as a stern warning to potential offenders, signaling the seriousness of the directive and the potential legal repercussions for non-compliance.

As Mumbai continues to witness urban development and the expansion of vital transportation projects like Metro 3, such measures become imperative to maintain the city's infrastructure resilience and safeguard critical utilities. The influence zone designation aligns with a strategic approach to urban planning, emphasizing collaboration between civic authorities and development stakeholders to ensure sustainable growth and protect essential urban infrastructure.
