Haryana government investigates alleged plot fraud

After a period of seven years, the government of Haryana has finally decided to launch an investigation into the alleged fraudulent activities related to the distribution of plots under the oustees quota. This concerns a possible scam involving the allocation and non-allocation of residential plots of various sizes in Sectors 2 and 6 of Mansa Devi Complex (MDC) in Panchkula.

The allotment scheme was initially announced and issued in 2004, and there have been concerns raised about the allocation of 39 such plots, as well as 120 un-allotted plots which are currently being scrutinized. The issue was first brought to light by Haryana assembly speaker Gian Chand Gupta during his first term as Panchkula MLA.

In June 2020, the Haryana Chief Minister requested that the relevant officials initiate a CBI investigation, and the principal secretary to the CM at the time, Rajesh Khullar, approved the transfer of the investigation to the central agency. However, it appears that the file got held up and there was no further action taken by the CBI. The CM eventually instructed that an initial FIR be registered at the Sector 7 police station and authorized the investigation.

MLA Neeraj Sharma is said to have raised this matter in both assemblies as well as with the Punjab and Haryana High Court, expressing his concern that officials appeared to be trying to cover up the case A vigilance bureau is said to have begun their investigation and have already gathered records for all 39 residential plots in Sectors 2 and 6 of the MDC that were distributed under the oustees quota. According to sources, the records for 11 of the 39 allotted plots prepared by HSVP have potential irregularities.
