Revolutionizing Land Management: UPECL plans ILDNS for Meerut's Development Authority

To control illegal land use in Meerut, an illegal land use detection notification system (ILDNS) is being developed by the Uttar Pradesh Electronics Corporation Limited (UPECL). The UPECL has issued a request for proposal to select software companies to develop the system.
For the system being developed for the Meerut Development Authority (MDA), a common portal will be provided for all digital solutions, modules and interface between administration and the citizens. ILDNS will help in 13 processes including user management system, online and offline registration under property management system, lottery draw and e-auction, deposit amount checklist generation, property calculation sheet generation, defaulters notice and lister generation.
In addition to these, the system will help in strengthening personal information system application, parole system and finance management system. Similarly, under the planning section, facility will be provided to making site plans, layout and compilation of FDR tracking and land use report for issuing NOC. The portal will also provide facilities like document management and grievance management systems.
Apart from this, it will also be provided with cloud housing and the agency developing the system will work through the empanelled cloud service provider. The empanelled agency will also have to do the cyber security audit of the system.
As the ILDNS paves the way for the development, implementation and maintenance of various other modules, workflow management would become more streamlined. The implementation of Illegal Land Use Detection Notification System (ILDNS) will promote transparency in MDA and also strengthen the process of complete digitization in MDA.
