Panchkula Mayor sets aggressive revenue targets, orders action against defaulters

Earlier this month, Panchkula Mayor Kulbhushan Goyal issued directives to dismantle illegal farm houses constructed in Billa village and ordered the sealing of five government and private institutions that have failed to pay property taxes. These decisions were made during a meeting of the revenue realization committee of the Panchkula Municipal Corporation (MC).
The mayor expressed concern that only Rs 39 lakh had been received so far in the form of building approval plan and development charges from various structures in the district, including farmhouses, houses, and showrooms.
Mayor Goyal highlighted the prevalence of unauthorized showrooms and farmhouses along the Moginand village to Naggal highway that have neglected to submit development and approval charges to the MC. He also mandated the immediate hiring of a consultant to enhance MC revenue by assessing the responsibilities of the District Town Planner and patwari.
Goyal directed officials to initiate the demolition of all illegal farm houses along the Billa village road within 15 days and to seal five institutions that have not fulfilled their property tax obligations. The MC is pursuing approximately Rs 5 crore in tax collection from these entities, including Rs 80 lakh from Golf Club Sector 3, Rs 54 lakh from Shivalik Country Club, Rs 1.56 crore from Hotel North Park, Rs 1.15 crore from Ramgarh Fort Hotel, and Rs 1.19 crore from Hotel Golden Tulip.
With Rs 13.13 crore collected in tax this year, the mayor set a target for the MC to achieve Rs 25 crore in property tax by March, emphasizing the need for increased revenue generation. Mayor Goyal also sought information regarding fees from mobile towers and mobile lines, learning that Rs 25 crore is yet to be collected from these sources.
The meeting also addressed income generated from advertisements. Officials reported that despite an online tender for advertisements, no bids were received, resulting in a 40% reduction in rates. Up to this point, the MC has obtained Rs 9.86 lakh from advertisements.
Councilor Sandeep Sohi, a committee member, raised concerns about illegal construction by a hotel in Moginand and Jaisinghpur. Mayor Goyal instructed a review of the hotel's records and the issuance of notices.
Expressing dissatisfaction with Vita booth owners in the city not paying rent to the MC, the mayor directed an additional Rs 5000 tax collection from Vita booths within the MC area. Furthermore, Mayor Goyal emphasized the need to enforce registration for dogs and tighten measures against those who do not comply.
Overall, the meeting underscored the municipality's commitment to addressing various issues related to illegal constructions, tax collection, and revenue enhancement within the municipality.
