MHADA lottery winners seek clarity on stamp duty and registration payments

The MHADA lottery flat winners, now receiving possession of 4,082 flats, expressed frustration over the lack of information regarding stamp duty and registration payments on MHADA's website and in draft allotment letters. Complaints from lottery winners centred around the absence of clear details on stamp duty, registration amounts, and metro tax in the 'Post-Lottery' section of MHADA's website and in the draft allotment letters.
Despite the e-Secured Electronic Secure Bank and Treasury Receipt (eSBTR) process being online, winners claimed that MHADA had not provided essential information on the amounts to be paid for stamp duty, registration, and metro tax. The confusion prompted winners to visit Room 147 on the first floor of the MHADA office repeatedly, where they sought clarity on the process, payment amounts, and collection of receipts after making stamp duty and registration payments.
Winners expressed dissatisfaction stating that long queues and inadequate responses made it challenging to obtain the necessary information. Some winners lacked essential details required for the eSBTR form, preventing them from completing the online process independently.
When contacted, Sanjeev Jaiswal, CEO of MHADA, claimed to be unaware of the reported issues and promised to address the lacunae promptly. Milind Borikar, chief officer of MHADA's Mumbai Board, initially asserted that the information had been included in the draft allotment letters and the 'Quick Links' section of MHADA's website. However, he committed to verifying the discrepancy.
An official responsible for the online process cited the inability to provide written information on stamp duty amounts, as it is determined by the state government. The official acknowledged the need to rectify the situation and committed to ensuring that notices regarding the procedure and amounts would be displayed in MHADA offices.
This ongoing issue highlights the challenges faced by MHADA lottery winners in obtaining crucial information on stamp duty and registration payments, causing frustration and inconvenience in the process of claiming their allotted homes.
