Kempanna Comission Report declares Arkavathy Layout Scheme a scam

The Karnataka Chief Minister, Basavaraj Bommai, has used parts of the Justice Kempanna Report on the Arkavathi scam to hit out at the Congress party in a speech to the state legislature. The report was set up in 2014 to investigate the denotifications of land in the Arkavathi layout. Despite the report never having been tabled, Bommai read out several damning conclusions to attack the Congress party for alleged corruption.

The report concluded that "the Arkavathy layout scheme turned into a scam" and found that a large amount of land, 868 acres and 27 guntas to be exact, had been excluded from acquisition in violation of orders from the High Court and the Supreme Court. The commission also criticised the way in which the Bangalore Development Authority (BDA) and the government dealt with exclusions and denotifications, stating that it was a "fragrant violation of the law and also guidelines of the courts." Bommai went on to quote from the report, accusing the Congress party of corruption under the leadership of former chief minister Siddaramaiah.

The Congress party, which was absent from the House at the time, objected to the use of the report, demanding that it be tabled in full. However, Bommai claimed that the report had been accepted and discussed by the Congress government and was therefore a public document that did not need to be tabled again.

The speaker of the House, Vishweshwara Hegde Kageri, was urged by the Congress to remove the portions of the report read by Bommai, but he allowed them to go on record, stating that he believed the truth needed to prevail. He urged the government to table the entire report as soon as possible.

The Kempanna commission report conclusion has been used by the BJP to hit back at the Congress for calling it a 40 per cent commission government. Bommai warned the Congress that if they hit the BJP with the Kempanna commission's report on contractor allegations, they would hit back with the full report.

The use of the report in the speech has sparked controversy, with some accusing Bommai of using the report for political gain. Others have criticised the fact that the report was never tabled and therefore has not been subject to scrutiny or debate. The Congress party has called for the full report to be tabled in the House and has accused Bommai of making false allegations. The use of the report is likely to fuel political tensions in the state and could lead to further clashes between the BJP and the Congress party.
