Bangalore's tax net widens as BBMP plans to include 15 lakh properties in Khata System

The Bruhat Bengaluru Mahanagara Palike (BBMP) has identified a significant challenge in its revenue collection efforts, estimating that a staggering 15 lakh properties in Bangalore lack 'A' or 'B' Khata documentation. This means that these properties are currently not contributing any amount towards property tax. In response to this, BBMP is launching a comprehensive initiative to locate and integrate these properties into the Khata system, a move that aims to not only streamline property documentation but also boost the city's overall revenue. Bangalore currently boasts more than 20 lakh 'A' Khata and 7 lakh 'B' Khata properties. However, a substantial number of property owners are allegedly avoiding obtaining 'B' Khata to evade property tax payments. Addressing the issue, the civic body has begun obtaining information on building plan approvals from the town-planning division to identify properties lacking Khata, with the goal of bringing such properties within the purview of property tax. In addition to this initiative, BBMP officials are taking a multifaceted approach by cross-referencing data with electricity connections. This process aims to reconcile the 52 lakh electricity connections against the actual number of properties in the city, providing a more accurate picture of properties that may be currently escaping the property tax system. BBMP has set an ambitious target for the fiscal year 2023-24, aiming to collect Rs 4,790 crore under property tax, including cess. This marks a substantial increase from the Rs 3,300 crore collected in the previous year. According to officials, the body has already collected approximately Rs 3,000 crore this year. In a related development, BBMP's town-planning department has made a strategic decision regarding construction in the buffer zone for Bangalore Development Authority (BDA) allottees. Construction is now permitted but with specific conditions attached. This allowance applies only to sites allotted in BDA layouts that were developed before June 25, 2007. This decision is part of BBMP's broader efforts to manage urban development effectively while addressing the concerns of property owners and contributing to the city's overall revenue generation.
