The enforcement wing of the Town and Country Planning Department (DTCP) in Gurugram has taken measures to penalize developers found violating GRAP (Graded Response Action Plan) norms. To facilitate reporting, the department has introduced helpline numbers for residents to lodge complaints against any offenders. Residents can file complaints about construction activities or rule violations in licensed colonies by contacting the enforcement office at 9667143648. Upon receiving complaints, the department conducts site inspections and initiates suitable actions. Presently, 10 challans amounting to Rs 2.5 lakh have been issued across various licensed colonies for non-compliance. Letters have been dispatched to developers in licensed colonies, emphasizing adherence to GRAP norms. The department has warned of strict actions if field staff identify any violations during inspections. District Town Planner (Enforcement) Manish Yadav has already penalized 10 developers within a week for failing to halt construction and demolition activities, neglecting to cover construction materials and buildings with green covers, and for not sprinkling water at the sites. Penalties are set to be collected before the issuance of occupation certificates. Challans issued for rule violations are being sent to the DTP planning department, requesting the recovery of fines before granting occupation certificates for buildings. Deputy Commissioner of DTP Planning, Rajesh Kaushik, instructed builders through a letter to adhere strictly to guidelines mandated by the deputy commissioner and air quality management. All construction and demolition activities must cease immediately, as per the GRAP norms. To oversee compliance, DTP Planning has deployed three monitoring teams to observe construction sites in licensed colonies. Field staff, including junior engineers and planning assistants, are tasked with continuous site inspections and reporting. Assistant town planners will also maintain surveillance, ensuring adherence to regulations. Strict directives have been issued for action against any violations found, with challans to be issued as per NGT (National Green Tribunal) orders and legal actions taken accordingly. Challans totalling around Rs 2.5 lakh have been issued for violations observed in ongoing construction projects in areas like DLF Phase 1, 2, 3, Sushant Lok 2, 3. Violators breaching National Green Tribunal regulations have been fined between Rs 25,000 to Rs 50,000. Show-cause notices have also been served, seeking responses as to why punitive action should not be taken for flouting environmental rules.
