DDA seeks consultant firm for carrying out demolition of Signature Views Apartments

The Delhi Development Authority (DDA) has recently issued an invitation for online bids to hire a consulting firm for the demolition of the multi-storey Signature View Apartments located in Mukherjee Nagar, in the northwest of Delhi. This move comes after a series of structural issues that plagued the complex, which was constructed between 2007 and 2009, resulting in numerous complaints from the residents.
The DDA's decision to solicit bids for the demolition and subsequent removal and recycling of construction and demolition (C&D) waste is based on a 2021-2022 study conducted by the Indian Institute of Technology Delhi (IIT-Delhi). This study, commissioned by the DDA, concluded that the building was structurally unsafe, necessitating its demolition.
In the official e-tender notice, the DDA specifies its requirement for a qualified consultant firm with a minimum of 20 years of experience in the demolition of structures using various methods such as high-reach demolition excavators, implosion, diamond-cutting, and more. The selection of an experienced consultant is crucial to ensure the safe and efficient dismantling of the Signature View Apartments.
The Request for Proposal (RFP) document outlines the scope of the consultant's engagement, which is expected to span six months. This period will include one month before the actual demolition and five months for overseeing the demolition process and the disposal and recycling of waste materials. It's worth noting that the DDA retains the option to extend the consultant's engagement if necessary or to cancel it with a notice period of not less than 30 days.
To facilitate the bidding process and address any queries or concerns potential bidders may have, the DDA has scheduled a pre-bid meeting on November 6 at Vikas Minar in the ITO area. This meeting aims to provide clarity on the bid document and ensure that interested parties have a comprehensive understanding of the project's requirements and expectations.
In the backdrop of these developments, residents of the Signature View Apartments have voiced their demands to the DDA. They have called for an adjustment to the evacuation clause, suggesting a reduction from 100% evacuation to a 75% mandate. The reasoning behind this request is to ease the transition for residents relocating to temporary accommodations, allowing them to start receiving rent from the agency without the requirement for complete evacuation.
