The Maharashtra government is taking steps to improve the accuracy of Ready Reckoner (RR) rates in 2024 by leveraging Geographic Information System (GIS) mapping for all land parcels. This initiative aims to provide more realistic RR rates and enhance the assessment of property values. The GIS data will be integrated with the registration website, with a focus on rural areas, and the mapping project is being carried out in collaboration with the Maharashtra Remote Sensing Application Centre (MRSAC).
The RR rates, which represent the assessed values of residential and commercial properties in a specific area, are published by the state government at the start of each financial year. As part of this effort, mapping work has already been completed for 19 districts, with the remaining districts to be covered soon. Notable progress has been made in mapping land parcels in Pune, Jalgaon, Nanded, Beed, and Parbhani.
Deputy Inspector General (IT) Abhishek Deshmukh emphasized the importance of geospatial technology in assessing RR value zones accurately based on the precise geographic location of properties. This approach involves processing GIS data from village cadastral maps, gaothan (village settlement), highways, and population data from the 2011 Census. The resulting value zones will be utilized for assessing Annual Statement of Rates (ASR) or the RR rates.
This scientific evaluation and geospatial approach ensure that RR rates are determined methodically and are not randomly assigned. A geoportal will be established to provide details of RR rates for land and flat prices. One significant benefit of this initiative is that citizens will have the ability to check the rates of any land parcel by zooming in on the area, making the information more accessible and transparent.
Overall, the integration of GIS mapping and technology into the RR rate assessment process is expected to provide more accurate and reliable property valuations in 2024. The collaboration with MRSAC and the emphasis on geospatial data will enable the government to assess property values in a systematic and transparent manner, benefiting both government agencies and citizens. This initiative represents a significant step forward in ensuring the fairness and accuracy of property rates in Maharashtra.
