Double taxation burden ends as Palava Township gets tax rebate

Before Diwali, the state government decided to provide a 66% property tax rebate to approximately 26,000 residents of Palava township, the state's first integrated township project in Dombivli. This revision would reduce property tax from Rs 6,000 to Rs 2,000 per flat per year for township residents. Residents had been facing the burden of double property taxes, paying both the Palava City Management Association (PCMA) for basic amenities and the Kalyan-Dombivli Municipal Corporation (KDMC). The decision was reached in a meeting led by Kalyan Lok Sabha MP Dr. Shrikant Shinde and public works department minister Ravindra Chavan.
Situated across thousands of acres in areas like Nilje, Katai, Ghesar, Usarghar, Mangaon, and Hedootne, the Palava township qualifies for the 66% tax rebate based on a 2016 circular from the state’s Urban Development (UD) department. According to the circular, integrated townships that provide common amenities and infrastructure, such as roads, street lighting, gardens, sewage treatment plants, waste management, and transport facilities, are entitled to this rebate.
Despite the developer of Palava township offering these facilities, including their fire brigade system, and not imposing any burden on the municipal corporation, residents were not granted the tax rebate until now. Kalyan MP Shinde expressed that this decision greatly benefits the 26,000 property holders within Palava township, reducing their annual property tax payment from Rs 6,000 to Rs 2,000 per flat. Residents welcomed this decision, appreciating the relief provided by the state government just before Diwali.
MNS MLA Pramod (Raju) Patil, who had organized multiple meetings on this matter, welcomed the decision and urged the KDMC to adjust the additional funds, estimated to be between Rs 20 crore to Rs 25 crore, paid by Palava residents in future bills. This adjustment is expected to rectify the earlier situation where residents paid taxes to both the KDMC and the Palava City Management Association.
