Hope for homebuyers as relief in sight for stuck affordable housing projects in Gurugram

Homebuyers in Gurugram who have been anxiously waiting for their affordable housing units may finally see relief in the coming three to four months. A significant number of homebuyers who invested in nine affordable residential projects, specifically those linked to developers Mahira Homes, Ocean Seven Buildtech (OSB), and Orris Infrastructure, have been grappling with a myriad of issues that have left them without their long-awaited homes.
The Director General of the Department of Town and Country Planning (DTCP), TL Satyaprakash, is taking action to resolve these issues. He has provided directives to his team to address the grievances of these homebuyers who are desperately awaiting the keys to their affordable homes.
The main problems that have plagued these housing projects include suspected financial irregularities and the suspension of construction work. The relief that is expected to come in the next few months is a ray of hope for these long-suffering homebuyers.
Specifically, this situation has affected buyers who put their trust in Mahira Homes, Ocean Seven Buildtech (OSB), and Orris Infrastructure. The Department of Town and Country Planning (DTCP) is actively working on finding solutions to these problems under the guidance of the state government, though details of the solutions have not yet been disclosed.
For several months, around 5,000 homebuyers who invested in Mahira Homes' projects in Sectors 63, 68, 95, 103, and 104 of Gurugram have been actively protesting the non-delivery of their flats. This deadlock escalated when the Enforcement Directorate conducted searches at various locations related to the group over financial transactions. The issue had initially surfaced when, in the previous year, H-Rera ordered forensic audits for all five Mahira Homes projects due to allegations of irregularities in license procurement.
Likewise, the situation for homebuyers in three OSB projects - Golf Heights in Sector 69, The Venetian in Sector 70, and Expressway Towers in Sector 109 - has been distressing. These buyers have been demanding action against the developer for not adhering to the license conditions and failing to deliver possession of the flats. Another stalled project is Greenopolis in Sector 89. This project, which is connected to Orris Infrastructure, had entered an agreement with another developer, Three C, to build 1,826 flats on 37 acres of land in 2011. However, construction came to a halt midway.
After years of litigation, Orris eventually took responsibility for completing the project. In April 2022, the developer completed the first three phases under the supervision of H-Rera. Yet, even after 12 years since its launch, hundreds of homebuyers are still waiting for their flats.
In total, there are approximately 15,000 affected homebuyers who have endured these delays, and their hopes are now pinned on the government's assurance of a forthcoming solution.
