The Jharkhand government, under the leadership of Chief Minister Hemant Soren, has recently approved a monumental project with a budget of Rs 16,320 crore. This phased approach will require investments of Rs 4,107 crore, Rs 7,107 crore, and Rs 5,107 crore, respectively. The project, aptly named 'Abua Awas Yojna (AAY),' aims to transform the lives of hundreds of thousands of residents in Jharkhand.

The 'Abua Awas Yojna (AAY)' will be a state-supported scheme designed to offer permanent housing to these underprivileged populations. The program's beneficiaries will include families living in kutcha houses, those who are homeless, destitute families, and particularly vulnerable tribal groups (PVTG). Additionally, it will cater to families affected by natural disasters and individuals who have been legally released from bonded labour. This comprehensive approach is a testament to the government's commitment to uplifting the living conditions of some of the most vulnerable sections of society.
To ensure that the benefits of the scheme are distributed fairly, a list of eligible beneficiaries will be prepared at the gram sabha level. Families meeting the criteria will receive marks according to their category, whether they belong to Scheduled Tribes (ST), Scheduled Castes (SC), Backward Classes (BC), minorities, or the general category. The families with the highest marks in each category will receive the highest priority. In the event of a tie in marks, priority will be given to families without adult members, those with a disabled member, or female-headed households. It's a well-thought-out approach to ensure that the most vulnerable individuals receive the assistance they need.
However, certain exclusions apply to the scheme. Families that already possess permanent residences since January 1, 1990, those who own vehicles like wheelers or fishing boats, and individuals who are currently serving or retired from government or semi-government positions will not be eligible. The scheme also excludes families with 5 acres or more of irrigated land. These exclusions are aimed at ensuring that the assistance is targeted at the neediest sections of society.
