Chandigarh Housing Board withdraws the allocation of 22 small apartments

The Chandigarh Housing Board (CHB) has begun taking action against allottees who have broken the terms and conditions of allocation in the Rehabilitation Programme, Small Flat Scheme, and Affordable Rental Housing Scheme.

More than 18,000 apartments have been allocated by the CHB under the Rehabilitation Programme, Small Flat Scheme, and Affordable Rental Housing Plan. The apartments cannot be moved, sold, or sublet. These apartments are located in Dhanas, the Industrial District, Ram Darbar, Mauli Jagran, Maloya, Sector 38W and Sectors 49 and 56.  

The CHB extensively surveyed the apartments from July 2022 to September 2022 which led to the termination of the allocation. A team of CHB officers went to each of these apartments to verify that the allottee and his family were the only occupants. A repeat survey was carried out in November 2022.

According to the survey of the 18,138 apartments, 15,995 were found to be occupied by the original allottees, 1,117 were kept by other people, and 636 were discovered to be locked. People in 168 apartments refused to provide any information. There were 214 people working for government agencies. CHB discovered five to be sealed and found three to be empty.

In an interview captured by ET Realty, Yashpal Garg, chief executive officer of CHB stated, “22 flat allotments have been cancelled as of this date. After giving them a chance to be heard in the remaining cases, the order of cancellation will be made in due time.”

The CHB is also considering filing a FIR against allottees, buyers, property dealers, deed writers, intermediaries, property advisors, facilitators, and financiers who are discovered to have participated in unauthorised sales, purchases, sub-let and transfers of these apartments.

The CHB had advised all allottees under the Small Flats Plan, Rehabilitation Process, and ARHC to surrender their apartments to the CHB if they decide they no longer wish to live in them, but they may not sell, sublet, transfer, or transfer them to other people.
