Old Customs House to be redeveloped in Helsinki

The City of Helsinki, Finland has initiated a bidding process to sell the historic Old Customs House in Katajanokka for redevelopment purposes. The objective of the competition is to identify a technically sound, economically feasible, and architecturally exceptional solution for revitalizing the building. The city aims to find a potential buyer with adequate resources to renovate and rejuvenate the structure. The final decision will be based on the highest bid.

The Old Customs House, designed by Gustaf Nyström in 1901, was considered to be a remarkable piece of architecture at the time of its completion and is a significant part of Finland’s architectural heritage as a representation of late 19th century architecture. The building, with two levels, originally served as a customs warehouse with both cold and warm storage facilities. 

Katajanokka is a unique aspect of Helsinki’s South Harbour, facing towards the east. The wharf structures and buildings in the harbour area have undergone various transformations in usage over the course of more than a hundred years, with the Old Customs House being a prominent building in this context.

Due to its significant cultural, architectural, and scenic value, the Old Customs House will be preserved in the new city plan. Its preservation values serve as the basis for any redevelopment and future utilization. The future land use plan for the city centre of Helsinki envisions a lively and attractive city centre, where Katajanokka is better connected to the Market Square.

The tender competition was initiated after the Urban Environment Committee gave its approval for the competition and the bidding instructions. The deadline for submitting the tenders is April 28, 2023. Potential bidders are required to present a versatile plan for the building with functions such as business spaces, offices, workspaces, restaurants, meeting rooms, or art and cultural facilities.

The project will necessitate modifications to the existing city plan. This process starts with the release of a participation and assessment plan (“OAS” in Finnish) which will be available to the public from February 27 to March 17, 2023. The winning proposal will serve as the foundation for the new city plan and a proposal for the same will be submitted to the Urban Environment Committee for review in 2025.
