Ludhiana's long-awaited waste plant set to begin construction

After a prolonged three-year wait, Ludhiana is on the brink of realizing its long-anticipated construction and demolition waste plant. The project, entangled in bureaucratic delays, has now been propelled into action with a tender of Rs 7.45 crore. Civic officials, charged with this mission, have received directives to expedite the necessary No Objection Certificates (NOCs) from various departments to ensure the plant's swift functionality.
The announcement marks a significant development, raising hopes that the city's persistent issue of construction and demolition waste, scattered across its landscape, will finally be addressed. The municipal authorities had initially conceived the idea of establishing a waste disposal plant in Dhandhari under the smart city mission three years ago. Unfortunately, execution hurdles hindered the project's progress.
The chosen site for the plant had its own set of challenges – originally a dumpsite, the allocated funds proved inadequate for constructing essential underground pillars and the building itself. Consequently, the project was subsequently shifted under the umbrella of the Swachh Bharat Mission, a pragmatic decision to overcome financial constraints and keep the initiative alive.
The recent allocation of Rs 7.45 crore through the tender is a promising signal, signalling a revival in the stalled plans. The civic officials are now under the imperative to secure the required NOCs promptly, setting the stage for immediate commencement of construction. Sources suggest that an imminent VIP inauguration ceremony is on the horizon, underlining the significance and anticipation surrounding this initiative.
MC Commissioner Sandeep Rishi shed light on the anticipated timeline for the plant's construction, estimating a period of 3-4 months. However, operationalizing the facility requires compliance with regulatory bodies such as the Punjab Pollution Control Board (PPCB). Consequently, officials have been instructed to expedite pending approvals, paving the way for the plant's functional launch.
In an effort to streamline waste disposal and community engagement, a toll-free number will be introduced. Residents can utilize this service to request the removal of construction and demolition waste. Additionally, arrangements for dedicated vehicles to transport the waste will be put in place, further enhancing the efficiency of waste management.
The logistics of the project extend beyond financial and regulatory considerations to encompass the practical aspect of land acquisition. Officials are scouting for 2.5 to 3 acres of land to accommodate the construction of the waste plant. Furthermore, mindful of environmental guidelines and community well-being, the plant's establishment will adhere to National Green Tribunal (NGT) guidelines and the directives of the PPCB. Ensuring the plant is situated away from residential areas is a strategic move to prevent any potential disruptions to local communities.
