Haryana introduces e-Bhoomi portal streamlining land purchases and offering several benefits

In a significant move towards enhancing transparency and efficiency, Haryana Chief Minister, Manohar Lal Khattar, rolled out the e-Bhoomi portal on Wednesday. This digital platform is designed to streamline the process of land acquisition for government projects, enabling both farmers and aggregators to offer their land with ease.

 

The new portal mandates that aggregators be registered income taxpayers and possess a Parivar Pehchan Patra family ID. With these credentials, they can offer land listings valid for up to six months. Notably, these aggregators have a minimum threshold of 10 acres for their voluntary offerings.

 

To ensure smooth coordination and prompt action, nodal officers are appointed across all departments and districts. Once a land offer is uploaded, the concerned government department is notified for the subsequent procedures. Proposals with rates consistent with the Collector's rates get swift approval. However, rates surpassing these benchmarks undergo a meticulous review by specialized committees, ensuring fair evaluations.

 

Emphasizing the efficacy of this process, Khattar expressed optimism that most cases would conclude within a span of 3 to 6 months. This systematic approach aims to negate the long-standing issues of delayed payments and increase trust among landowners and aggregators.

 

Parallelly, the Chief Minister also launched the No-Litigation Policy-2023 portal to address historical land disputes from 2011, especially those linked to the Industrial Model Township (IMT) Manesar expansion. This strategic policy targets land disputes in the villages of Kasan, Kukrola, and Sahrawan within the Manesar Tehsil of Gurugram district. By accepting the compensation stipulated in the awards declared on August 16, 2022, landowners agree to desist from challenging the acquisition or pursuing additional compensation, thereby simplifying long-standing conflicts.

 

Furthermore, to bolster the housing sector, Khattar introduced a portal dedicated to the Mukhyamantri Shehri Awas Yojana. This initiative seeks to provide shelter to economically vulnerable families earning below Rs 1.80 lakh annually. Under the scheme's ambit, the Haryana Shehri Vikas Pradhikaran will facilitate the construction of housing units in prominent cities, equipped with essential amenities.

 

In addition, as a relief measure, farmers affected by the inclement weather in July will receive compensation at Rs 7,000 per acre to re-sow paddy. Highlighting other citizen-centric measures, Khattar announced the online issuance of OBC certificates through the Parivar Pehchan Patra system, making 397 schemes and services effortlessly accessible.

 

In conclusion, with these digital portals and policies, Haryana's administration is steering towards a future defined by transparency, accessibility, and swift governance. The reforms, especially in land acquisition and housing, signify the state's commitment to its citizens' welfare and progress.
