Ludhiana adopts digital measures to combat unauthorized constructions

In a bid to curb the proliferation of unauthorized constructions within the city and enhance accountability, officials from the building branch have initiated a new approach. The revolutionary step involves the adoption of an online challan management system (CMS) to maintain records, thwarting the rampant growth of illegal structures.

Previously, challans, which serve as official notifications of violation, were only sporadically uploaded online, either monthly or annually. Moreover, a substantial portion of these cases remained stagnant in a "pending" status. In response to this concern, the building branch has ushered in a comprehensive reform. Now, records will be uploaded to the CMS on a daily basis, with constant monitoring to ensure swift action. Officials are mandated not only to upload new redressal information but also to address pending cases.

The pressing need for this transformation arose as the city faced a barrage of complaints regarding persistent construction activities on sealed properties. Despite stringent warnings, violators blatantly continued their unauthorized projects, undermining the city's regulatory efforts. The situation's persistence led to mounting frustration among citizens and financial losses for the civic body.

Former MC Commissioner Shena Aggarwal spearheaded this initiative before her recent transfer. Sandeep Rishi has since assumed the role. Aggarwal's directive was prompted by the necessity to instigate change amid the civic body's financial strains and the constant scrutiny faced by MC officials.

To further ensure accountability and transparency, zonal commissioners have been tasked with overseeing the building branch's operations. The MC commissioner's orders also mandated the maintenance of two distinct registers: one dedicated to property sealing and the other to desealing. This meticulous approach seeks to streamline the process and mitigate instances of dereliction of duty.

Aggarwal emphasized that the concerned officials are actively compiling data to streamline the complaint reception and redressal process through the online platform.

In a related matter, the chief town planner's office has solicited public objections regarding alterations to the approved layout plan of a private colony situated on Chandigarh Road. The original blueprint designated the construction of shop-cum-offices. However, the owner took unauthorized liberties by erecting a commercial complex without proper authorization. Subsequent complaints prompted an investigation by the chief vigilance officer of the local bodies department, resulting in the suspension of two officials for neglecting their duties.
