Noida's Sector 42 development set to begin after 23-year legal dispute

After a 23-year-long legal dispute, the Noida Authority is set to begin the development of Sector 42 as a residential area. The Authority had initially sanctioned the layout for the sector's development back in 1997. Under the plan, the Authority intended to sell plots varying in size from 70sqm to 350sqm. The commencement of development was delayed due to a legal challenge from the Central Employees Cooperative Housing Society. This challenge arose in March 1997 when the Society claimed ownership of land in the Chhalera Bangar village within the sector.

Over the subsequent years, the matter was presented before different legal forums. Ultimately, the Supreme Court issued a decision on September 22 of the previous year. The highest court instructed that the cooperative society's 844 members should each receive a 1,800sqft apartment, and the remaining land could be utilized for development by the Noida Authority.

In accordance with this ruling, the Authority performed a survey of the region and designated 15 acres for the cooperative society. The updated layout was then deliberated during the Authority's board meeting on August 13 and subsequently gained approval. Officials have stated that the fresh sector presents a significant opportunity for the Authority to generate substantial revenue due to the scarcity of residential land in the city. Sector 42 is being positioned as a prime location, bordered by the DSC road on one side and sectors 44, 48, and 49 on the other.

The Authority's revised strategy includes the incorporation of broad roads, including both 12m and 24m thoroughfares. It also offers residential plots sized at 350sqm and 450sqm each. The transformation of Sector 42 into a residential centre is also explicitly mentioned in the 2031 Master Plan. With the plan now endorsed by the board, the Authority will proceed to gather objections and suggestions from the residents before commencing the project.

Within the 137-acre sector, a designated portion of 60 acres will be allocated for residential plots and group housing. The remaining land, which accounts for 77 acres, has been designated for the creation of green zones, educational institutions, commercial establishments, and other necessary civic infrastructure.
