Haryana unveils policy shift, allowing industrial clusters on agricultural land

In a significant development, the Haryana town and country planning department revealed its latest policy on outlining the establishment of industrial clusters and warehouses on agricultural land. The announcement was accompanied by a comprehensive breakdown of terms and conditions to guide potential entrepreneurs who are eager to launch such ventures.

With the exception of "hyper-sensitive zones," which notably include the National Capital Region (NCR), the new policy greenlights the establishment of industrial units across all categories, ranging from orange to white and green, while prioritizing environmental considerations.

For those eyeing industrial ventures in hyper-sensitive zones, the policy permits a change of land use (CLU) solely for white and green industries. The policy also outlines a minimum requirement of 10 industries within a newly developed cluster, provided no adjacent industries are already in place within potential zones.

A provision is also made for cases in which a group of industries predates the policy's inception and the designation of controlled areas. In such instances, fresh applications from individuals, firms, or corporate groups will be entertained, given the cluster comprises a minimum of 10 industrial units. However, existing industrial clusters are not bound by a minimum threshold of operational units.

The policy's main thrust is to streamline the path for entrepreneurs, particularly those from outside Haryana, and to attract foreign direct investment into areas developed by organizations such as Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) or Haryana Shahari Vikas Pradhikaran (HSVP), as well as clusters within controlled areas.

The detailed policy delves into other pertinent regulations concerning CLU, including stipulations such as the distance required between the proposed industries and urbanized regions. The department has explicitly stated that proposals for establishing industries within areas and regions which can be developed into an urban space will not be entertained as part of this initiative.
