The Kolkata Municipal Corporation (KMC) introduced an unprecedented thika land policy on Friday, aiming to streamline ownership transfers and simplify building construction on such properties. This policy alleviates past constraints and is expected to impact thousands of tenants across the city.
Mayor Firhad Hakim detailed the new policy, highlighting that the KMC thika cell would grant legal heirship titles to successors of deceased thika land tenants within 15 days of application. Additionally, KMC is prepared to confer lessee status to tenants with the correct documentation. A KMC official explained that gaining lessee status would enable tenants to construct homes without any restrictions regarding building height. Previously, KMC had imposed limitations on building heights on thika land.
An innovative approach has been introduced to fast-track the process for tenants seeking lessee status. Applicants must provide valid documents supporting their claim to the thika cell at KMC headquarters. Applications will be reviewed and forwarded to a higher authority, including the chief secretary, for approval.
For tenants uninterested in acquiring lessee status but eager to build on the site, KMC will approve building plans submitted by thika tenants or their legal heirs within a fortnight, assuming proper ownership documentation.
Mayor Hakim underscored the convenience of this new policy, explaining that KMC would handle these matters directly from its headquarters, sparing applicants the need to navigate various state agencies. "We have set up a thika land cell at the KMC headquarters where the tenants can turn up and avail of the facilities at a single-window counter," Hakim affirmed.
The civic body's thika cell is already processing 5,000 applications for "thika return" certificates, which solidify the tenants' rights as lawful occupiers. During the policy's launch on Friday, Hakim personally awarded leasehold certificates to two thika land tenants.
In an additional effort to streamline the building permit process for thika tenants, the buildings department will coordinate with the thika cell at KMC headquarters. A buildings department official conveyed their commitment to providing all necessary support to thika tenants regarding construction.
