The Maharashtra state government is taking steps to regularize slums that have emerged on private lands within the state. Asim Gupta, the newly appointed principal secretary of the urban development department, recently visited Nagpur and directed the Nagpur Municipal Corporation (NMC) to submit a proposal to the government for a change in land use for the 58 notified slums scattered across the city. The objective is to enable the acquisition of these lands and subsequently grant ownership rights to the slum-dwellers.
Additionally, decisions concerning the 25 non-notified slums situated on private lands will be addressed in the near future. It is worth noting that issues associated with slums on government-owned lands have already been resolved.
Given his prior experience as the municipal commissioner of NMC from 2018 to 2020, Gupta has taken a proactive approach to streamline the process of regularizing plots and houses in the proposed Smart City area. To address the complaints regarding the lengthy process, he has presented two options. The first option involves establishing a single window system where representatives from NMC and the Nagpur Improvement Trust (NIT) can collaborate and simultaneously regularize both plots and houses. The second option entails granting either the NIT or the Nagpur Smart and Sustainable City Development Corporation Ltd. (NSSCDCL) the authority to handle these matters exclusively in the proposed Smart City areas.
The government's move to regularize slums and simplify the process for plot and house regularization in the Smart City area has the potential to bring about several positive outcomes. By changing the land use to public housing, the government can acquire the necessary land and subsequently provide slum-dwellers with ownership rights, granting them a sense of security and stability. This regularization process can also lead to improved living conditions within the slums, as it would enable the government to undertake infrastructure development initiatives such as providing access to clean water, sanitation facilities, and other essential services.
