The Government of Canada, in collaboration with Québec, has allocated a minimum of $57.4 million from the total investment of over $308 million for various cities as part of the Third Canada-Québec agreement on the Rapid Housing Initiative (RHI). These cities were disclosed during the launch of the third round of RHI in November 2022. Additionally, other investments under the agreement will be provided to municipalities, Indigenous organisations, and non-profit organisations to develop social and affordable housing projects throughout Québec. Further details regarding the funded projects will be announced soon.
The Government of Québec has committed to funding rent supplements for selected projects, ensuring that eligible tenants will pay only 25% of their income towards housing costs. This commitment aims to enhance affordability and accessibility for vulnerable populations.
This recent announcement builds upon the two previous Canada-Québec agreements signed in 2020 and 2022 under the Rapid Housing Initiative. These agreements have already provided investments of nearly $517 million to Québec, contributing to creating over 3,200 safe, secure, and deeply affordable homes across the province.

The Rapid Housing Initiative (RHI) adopts a human rights-based approach to housing by prioritising individuals experiencing homelessness and other vulnerable populations. This includes women and children escaping domestic violence, seniors, indigenous peoples, people with disabilities, individuals facing mental health and addiction challenges, veterans, people from the 2SLGBTQI+ community, racialised groups, and recent immigrants or refugees. The RHI aims to address their housing needs and promote inclusivity, recognising the importance of providing safe and secure housing for all.
