RLDA seeks bids for leasing Dibrugarh railway land

The Rail Land Development Authority (RLDA), an authoritative body under Indian Railways, has issued a call for bids to lease out 36,458.18 sq. m of Railway Land in Naliapool Railway Colony, Dibrugarh. The land, spanning a total area of 50,113.54 sq. m, will be leased for a period of 99 years for Residential and Commercial Development. A portion of 11,944.49 sq. m will be dedicated to the redevelopment of the existing Railway Colony in Naliapool Colony, Dibrugarh.

Situated within the Dibrugarh Municipal Area, the site enjoys a central location and excellent connectivity to the Assam Trunk Road via Durga Bari Road. In a significant move, an online pre-bid meeting was held on June 16, 2023, in Dibrugarh, with the participation of numerous local and national-level developers. Their queries were effectively addressed during the meeting. The deadline for e-bid submissions is July 26, 2023.

Dibrugarh, known for its expansive tea gardens, is an industrial city located in Upper Assam, approximately 435 km away from the state capital of Dispur. Serving as the administrative headquarters of the Dibrugarh district, this region boasts strategic importance and immense potential for major residential and commercial development in the near future. The Naliapool Railway Colony in Dibrugarh is a highly sought-after land parcel, offering exceptional opportunities for growth. With its thriving tea trade and associated commercial activities, the area provides seamless connectivity to all parts of Dibrugarh. Ved Parkash Dudeja, the Vice Chairman of RLDA, expressed his enthusiasm for the proposed land parcel, highlighting its suitability for both residential and commercial development. The land's proximity to the city centre of Dibrugarh adds to its appeal and presents abundant opportunities for its development. With the region's thriving tea industry and ongoing logistical developments, RLDA is confident in its ability to strengthen the supply chain and unlock the region's true potential. This endeavour will not only bring prosperity to the area but also foster the emergence of new economic avenues for growth and development in the region.

Under the Indian Ministry of Railways, the RLDA operates as a statutory authority. Its primary objective is to create value by developing vacant railway land for commercial use, thereby generating revenue through non-tariff means. RLDA focuses on the redevelopment of land and air spaces, including residential, commercial, and transportation hubs, with the aim of contributing to the growth and progress of Indian Railways. The funding for RLDA's operations comes in the form of grants from Indian Railways, and the earnings generated from the development of railway land are transferred back to Indian Railways. 

With Indian Railways owning approximately 43,000 hectares of vacant land, the zonal railways identify plots that are not needed for operational purposes and gradually hand them over to RLDA for commercial development. This phased approach ensures efficient utilization of resources and maximizes the potential of railway land for the benefit of the railway network and the overall economy.
