The New Delhi Municipal Council (NDMC) has embarked on a dynamic initiative to conduct a thorough door-to-door survey of all properties within its jurisdiction. This proactive measure aims to validate the information provided in residents' property tax records. In a recent public notice, the NDMC emphasized the mandatory nature of this survey, which will span a period of one month. During the month of July, diligent officials from the NDMC's property tax department will actively survey all properties encompassed by the NDMC's jurisdiction. This includes an assortment of properties such as houses, shops, plots, and commercial buildings that will be meticulously assessed. It is imperative that all residents wholeheartedly cooperate and promptly provide the required information related to their properties to NDMC officials. Additionally, residents are requested to keep all necessary property-related documents readily available during the survey.
The meticulous process of preparing the assessment list for the year 2023–24 has been executed meticulously based on the tax returns filed by property owners, occupiers, and lessees in the preceding years (2022–23). Following the comprehensive compilation of this list, the NDMC extended a cordial invitation to all residents to personally verify the details by visiting the property tax office at Palika Kendra. This facilitated the opportunity for residents to scrutinize the information and raise any legitimate objections. This annual exercise adheres to the regulations outlined in Section 70 of the NDMC Act, ensuring utmost transparency and accountability.
An NDMC official emphasized the paramount importance of conducting a comprehensive door-to-door survey at periodic intervals, typically every 4-5 years. This practice effectively captures the dynamic changes in property sizes and structures, enabling accurate record-keeping. While the assessment list is made accessible to the general public each year, it is acknowledged that not all taxpayers are able to actively participate in the inspection process. The NDMC recognizes the diverse range of taxpayers within its jurisdiction, which exceeds an impressive count of 16,000.
Regarding property tax collection, the NDMC diligently records the total collection figures. In the fiscal year 2022–23, the collection amounted to an impressive sum of Rs 932.5 crore, slightly lower than the previous year's collection of Rs 951 crore. The financial records for the preceding years reflect a consistent growth trajectory, with collections amounting to Rs 690 crore in 2020–21, Rs 687 crore in 2019–20, and Rs 638 crore in 2018–19. Properties within the NDMC's jurisdiction are meticulously classified into four distinct categories: residentially occupied, self-occupied commercial, tenant-based commercial, and tenanted residential.
