Rajasthan Mining Department plans auction of 100 hectare sand mining blocks

The mining department in Rajasthan has initiated the process of identifying 100-hectare sand mining blocks across the state for auctioning. With more than 25 existing leases set to expire by the end of the year, the mining department has been tasked with preparing a detailed project report (DPR) after identifying the blocks. The decision to auction mining blocks in every district has been taken to increase the availability of sand and curb illegal mining. As per the proposal, one lease will be allotted in each district. 

According to officials the state intends to replicate the model used for masonry stone mines and auction lease contracts for sand mines spanning 100 hectares of land within the state. The survey process, currently on, has met with few delays owing to water presence on the riverbed, is scheduled to be completed in the next four months.

According to records, out of a total of 82 mining leases, 32 were operational for a period of 13 months for excavation as directed by the Supreme Court. However, at least 10 leases in Jalore, Tonk, and Jodhpur have now expired. There are concerns that if a timely decision is not made, the sand mafia could thrive once again. 

In Jaipur, a significant supply of bajri (sand) comes from Tonk, Deoli, and Niwai, and their leases are expected to expire in October and November, respectively. Locals believe the government should expedite the process before the election year to keep the mafia at bay. Currently, the mafia continues to excavate bajri in many areas and sell it at inflated prices, adversely affecting both legitimate traders and residents where leases have not commenced.

The Supreme Court had issued a ban on sand mining from riverbeds for 82 large leaseholders in the state on November 16, 2017. The ban remained in place until a scientific replenishment study was conducted and clearance was granted by the Ministry of Environment and Forest. The apex court appointed a Central Empowered Committee (CEC) to address the issue of illegal sand mining.

The auctioning of sand mining blocks aims to regulate the industry, ensure legal compliance, and prevent unauthorized activities that pose environmental and economic challenges. It is expected to enhance transparency and accountability in the sand mining sector while meeting the demand for sand resources in Rajasthan.
